The international legal definition of a stateless person is “a person who is not considered as a national by any State under the operation of its law”. In simple terms, this means that a stateless person does not have the nationality of any country. Some people are born stateless, but others become stateless. 

Haitians are not stateless; Haitians are never stateless. 

Read the Haitian constitution: Article 11 Haitian Nationality - Any person born of a Haitian father or Haitian mother who are themselves native-born Haitians and have never renounced their nationality possesses Haitian nationality at the time of birth. 

Haitians born on Dominican Republic soil are not stateless; They are Haitians.

Read the Dominican constitution: Article 18. Dominican Nationality  
1. The sons and daughters of a Dominican mother or father. 
3. People born in the national territory, --- with the exception of --- the sons and daughters of foreign members of diplomatic and consular legations, of foreigners that find themselves in transit or reside illegally in Dominican territory.

Note: The USA is one of the very few countries that give nationality base on birth in U.S. soil.

he solution to the problem in Haiti is not for everyone to move to the Dominican Republic.

           ONG's , NGO's and the international community should help them rebuild their country, Infrastructure, sanitary ,food production, public safety and above all a democratic elected government. This requires official identification document for Haitian voters.
           
Let’s promote legalization in the country of origin first. Not illegal migration.
