They have lived for years in D.R.? Why are they been deported illegally? Is that racism? Xenophobia?

Only illegal migrants are deported.  Illegality does not expire over time. 

• Without official documents from their own country, they will always be illegal migrants in any country.
• Without official documents from their own country, they can not start any legal migration process.  
• Without official documents from their own country, they can not apply for citizenship. 
• Without official documents from their own country, they can not apply for Visa. 

Migration, legal migration, is a global phenomenon and should not be condemned. If it follows the legal procedures established by each receiving country migrant people would be in legal status.
