What about Haitians born in D.R. ?
Haitians born on Dominican Republic soil are not Dominican; They are Haitians.  

Read the Dominican constitution: Article 18. Dominican Nationality  
1. The sons and daughters of a Dominican mother or father. 
3. People born in the national territory, --- with the exception of --- the sons and daughters of foreign members of diplomatic and consular legations, of foreigners that find themselves in transit or reside illegally in Dominican territory.

Note: The USA is one of the very few countries that give nationality base on birth in U.S. soil.

Stop creating false expectations.
